Decision on social care funding in England facing delay
The government is to agree in principle to cap the amount elderly and disabled people in England pay towards the cost of social care, when it publishes plans on the issue next week.
But there will be no final agreement on how to fund the changes, and a decision will not be made until the spending review expected late next year.
Labour said talks to try to secure a cross-party consensus had broken down.
The health secretary said ministers were committed to continuing talks.
Last July, a review chaired by economist Andrew Dilnot put forward a raft of ideas for changes to adult social care funding in England.
The most notable of these was a £35,000 cap on what people should pay before they get help from the state.

The individual also had their blue badge disabled parking pass cancelled after the error, which has forced Norfolk County Council to review how it notes deaths of patients.
Care staff are due to be issued with new instructions telling them to making sure they write down who tells them of a person’s death and how it happened. The culprit for the initial error has not been found.

As you may be aware the Government, as part of its so–called welfare reforms are going to abolish Disability Living Allowance [DLA]. Its replacement will be called Personal Independence Payment or PIP and is set to replace DLA for working age claimants from April 2013. Whilst no new claims for DLA can be made after this time, existing claimants will be reassessed for PIP from between April 2013 to April 2017. This will be the case even if you have a life or indefinite award of DLA. PIP will have many similarities with DLA and, in particular, it will have two components: a daily living component [similar to the current care component] and a mobility component.
