The careless make a mockery of care

LOCAL authorities in England are getting most of the blame following the Equality and Human Rights Commission’s year-long inquiry into home care of the elderly.

Although the inquiry didn’t cover Scotland, the situation is exactly the same here.

Care staff time is “bought” from agencies or funded in-house by local authorities, who also decree the amount of time a carer will spend on dressing, washing, feeding or doing whatever else is necessary for an old person. Sometimes that is as little as 15 minutes . . .

Carers who can’t ask for help

The 2001 census revealed there were 22,000 carers in the borough, yet only 1,500 carers in Wokingham have been formally assessed

For one carer, it is easy to understand why people in a similar situation may be reluctant to ask for help and advice.

She has been looking after her 90-year-old mother for eight years with the support of her husband and thinks it might take those new to the role some time to “work out a plan to live by”.

The carer, who asked not to be named, said: “I think we have forged a blueprint for our life which isn’t perfect but it is the only way we are comfortable.”

This report, ‘New Approaches to Supporting Carers’ Health and Well-being’,  presents the findings of an independent evaluation of the National Carers’ Strategy Demonstrator Sites programme. It was funded by the Department of Health who commissioned CIRCLE, University of Leeds to undertake the evaluation of 25 demonstrator sites around the country. These sites either developed new and innovative services for carers or extended existing provision where effective arrangements were already in place.
