The exact details of where the axe will fall to save £12bn on the welfare bill are not fully clear – but the case for it has now made by David Cameron.

He said Britain needed to become “a higher wage, lower tax, lower welfare society” rather than simply dealing with “symptoms” of low pay by topping up people’s pay packets.
