A £26m project to transform Norfolk County Council’s information technology system has been branded as a “looming catastrophe”, after delays and problems sent it £1.25m over budget.

The Digital Norfolk Ambition project – a tie-up between the council and technology giants Hewlett Packard, Microsoft and Vodafone – was hailed as “ground-breaking” when the deal was agreed in December 2013.

Medical guidance on how to care for elderly people with dementia following a hip fracture is “sadly lacking”, UEA researchers have claimed.

Almost half of all people who suffer hip fractures also have dementia, but a report published today reveals there is no conclusive evidence on how to care for this particularly vulnerable group.

The review, which was funded by the National Institute for Health Research (NIHR), highlights an urgent need for better research into what strategies improve post-operative care – both within hospital settings and in the community.

Families shun care homes to look after elderly themselves

Overall number in care has gone up by just 1,000 in decade despite pensioner numbers rising by a million 

  • Proportion of older people in residential homes has fallen – despite predictions more working families would lack time to look after relatives
  • Better health and increased life expectancy likely influenced shift
  • But high costs and concerns over quality of care in low-paid industry beset by scandals may also be factors, say Office for National Statistics

Tens of thousands of families are shunning care homes to look after elderly relatives themselves instead.
